Open Communities works to collect resources on important topics related to opportunity access into toolkits for stakeholders, policymakers, and the wider community.

Affirmatively Furthering Toolkit: This toolkit provides an overview and additional resources on the U.S. Department of Housing and Urban Development's Affirmatively Furthering Fair Housing regulation July 16, 2015. This rule is intended to implement the Fair Housing Act's requirement that recipients of certain HUD funding take proactive steps to promote housing choice.

Disparate Impact/Inclusive Communities Project Toolkit: In 2015 HUD released its regulation addressing the disparate impact element of the Fair Housing Act and the Supreme Court confirmed the right to bring disparate impact claims under the Act. This toolkit provides a summary of the implications of these developments and provides a collection of resources.

Low Income Housing Tax Credit Toolkit: This toolkit is designed to provide resources on the Low Income Housing Tax Credit Program (LIHTC) for stakeholders in Connecticut and around the country. It includes: (1) A summary of the program; (2) Connecticut-specific information; and (3) Resources of interest to stakeholders from all over the country.

Opportunity 101 Toolkit: This toolkit provides an overview of the concept of opportunity, and why it matters in Connecticut. Through this toolkit, you can also explore Connecticut's opportunity mapping, and how various housing programs place hard units by opportunity level.
