As part of the obligation to affirmatively further fair housing, jurisdictions that receive certain funding directly from the US Department of Housing and Urban Development, such as Community Development Block Grant or HOME program, are obligated to submit two reports to the agency, a Consolidated Plan, outlining the jurisdiction's housing and development plan, and an Analysis of Impediments to Fair Housing Choice, which assesses the barriers to housing choice within their area.
